At first glance I totally agreed with this statement, but when I started to think about it, I realized that you can’t usually separate “design” and “art.” If you’re trying to raise a question, or express anything at all, then you have to do it in some sort of format, which means you have to consider design at some point. And on the other hand, even the most utilitarian designer is making some artistic decisions, and design can be a kind of art. I guess the point of the statement is about intent, but things are a way to blurry to sum up in any six-word sentence.
